The primary purpose of the bill (Reg. No. 6709) is to guarantee human and civil rights and
freedoms by means of strengthening the judicial control over the activity of
the organs of inquiry at the stage of institution of criminal proceedings, and using
the criminal means to restore the civil rights and freedoms, and the state
interests.
The bill supplements clause 98-2 of the Criminal-Procedural Code of Ukraine with part 5, whereby the person, whose interests are affected by the criminal case, shall be serviced a copy of the order on institution of criminal proceedings in terms and on conditions set by part 4 of clause 98-2.
